Since the implementation of the Agency Workers Regulations 2010, which came into force in October 2011, end-users of agency workers, temp agencies and agency workers themselves, have had struggled to understand and interpret this legislation.


Peter Holt has recognised leading expertise in the law relating to agency workers and their regulation. In his time as a legal practitioner, he spoke at the Employment Lawyers Association Annual Conference and has previously written papers on this subject.  He has advised a number of large recruitment businesses and companies, as well as smaller and medium-sized temp agencies.


In addition, Peter also has the invaluable experience of having worked in the recruitment, search and selection sector.  Accordingly, he not only has expertise in relation to the law regulating agency workers, but he understands and has experienced the work of temp agencies, agency workers and end-users/hirers of temp workers.  In particular, he has significant experience and knowledge of the operation and effect of the Employment Agencies Act 1973, the Conduct of Employment Agencies and Employment Businesses Regulations 2003 ("the Conduct Regulations"), the Gangmasters Licensing Act 2004 and the relevant elements of the Income Tax (Earnings and Pensions) Act 2003 (commonly referred to as "IR35").
